I don't know about the HEPES buffered saline reagent, but HEPES buffered saline, according to Sigma, is (at 1x):

• 1.0 g/L dextrose
• 5 g/L HEPES
• 0.37 g/L KCl
• 8 g/L NaCl
• 0.135 g/L Na2HPO4.2H2O
