Difference between adding NaOH to TBE buffer? - (Feb/27/2006 )

I found the recipe for making 10x TBE Buffer. Generally:

Tris-Base (MW 121.14) 108g
Boric Acid (MW 61.83g) 55g
EDTA (disodium salt, MW 372.24) 7.4g

Now I have found that some people add 1g of NaOH (MW 40) to the mixture as well. What's the difference between adding NaOH and not adding NaOH? After searching the internet it seems that the preference with adding or not adding is about 50/50.

if you start with Tris : add NaOH
If you start with tris base, add boric acid.

Are you saying that if I am Tris-base then I have to add Boric acid, but if I start with Tris then I have to add NaOH and Boric acid.
