What do you mean with specific action? You use it to grow cells of mammalian origin if you suplement it with varying amounts of FCS/FBS (fetal calf/bovine serum).

You can also use DMEM (Dubelcco's Modified Eagle Media) to grow mamalian cells.
RPMI is used not only to grow mamalian cells but it is also very good for growing certain types of parasites.
