what is meant by this phrase?

that means only two possible responses will be: a full response or no rsponse,when the condition changes. just like the 0 or 1 in computer ,there is no middle types!

and when taken in the context of neurobiology, generation of the action potential would be a good example of an all or none response. If you break the stimulation threshold, you generate a propagating wave of depolarization. If you are just shy of the threshold, you get nothing. smile.gif
