I don't know if this belongs in this section, but I'm very sorry it is!
Well I have a question about what's it called when water like makes a bubble when you overfill your cup, but it doesn't spill.
Also what is it called when water clings to another substance.
Sorry for wasting your time! And thanks for helping me! I've tried to look through the internet for these answers, yet I can't find it.

Do U mean to say 'Meniscus' (curve that water or any fluid makes at the surface) which is due 'surface tension' of water (clinging of water to each other)

Err... Adhesion? Water possess adhesive properties. It "sticks" to walls of glasswares. Like Bungalow Boy said, meniscus.

Cohesive properties would have to do with them forming droplets (like dews on leaves). You were alluding to filling the cup until it forms a dome but doesn't spill over? If yes, then it may be cohesion.
