what is the exact time to start a post doc in USA, is there any specific date for that, Is it accordind to discussion with the group leader.

No particular time. Right after you submit your last paper from the lab you are in now and had a nice vacation, would be the perfect time.

There is no "exact" time, although most tend to start in the fall around August... The start time is dependent entirely on when the P.I. needs a new post doc and has the funds to hire them...
