How to distinguish "serious" or "non-serious" in genetic dis - (Oct/01/2007 )

I found from the website, some genetic disorder is identified into " serious" and some are " non-serious", actually, for example in US or other countries, how the government/FDA distinguish between the serious and non-serious disorders??any documents supoort?

I suppose -but I´m not quite sure- that genetic disorders which are silent f.i. in non-coding regions of DNA, and do not cause illness, are regarded as non-serious;

any illness which is undoubtly caused by genetic disorder, and needs therapy, is regarded as serious...
