what can i use to bring the pH of water up?

well, I am not sure what do you need that for.
I haven't try with just water, but I guess that any base, like KOH or NaOH can do it. But again, depends what do you want to do with that water afterwards.

if you are referring to raising the pH when the low pH is caused by dissolved carbon dioxide from the air, then you can boil the water (or distill it) to drive off the CO2 and allow it to cool in an atmosphere of inert gas (helium, argon, etc).

i need to change the pH so it is a base. I am going to grow something in it for my science project.

then try adding KOH... Which base you use will depend on which organism you want to growth I think.
Are you adding other things or it will be just water?
