u mean during an in-vitro transformation expt?
i think it is that the cells are made competent.. ie ca2+ attached on membrane to give it +ve charge. the plasmid binds it. when pores are made into the membrane using chemicals like detergents or something.. plasmid enters the cell.

mmm, there are two of the mostly used methods for bacterial transformation: Electroporation and Heat-shock
