I heard that uninactivated fetal bovine serum can cause apoptosis and cell death? is it true?

Yes, it's true!
In uninactivated serum you find proteins of complement system (a part of the immune system) that can damage the cells and lead to cell death.
To inactivate serum (in fact, to inactivate complement system), just incube it at 56°C for 30min.
