Protocol to name (un)living organisms - (Nov/25/2021 )

I an a total newbie at biology, so please forgive me for any incorrection.
Does professional biologists, like the ones who publish books and stuff, does they share a general method/protocol (something in the kinds of IUPAC to Chemistry) to name organisms? If so, are there constraints that they have to agree upon?

Yes - they have to describe the organism in the literature, distinguishing how it is different to other species, and they have to give it a bionomial name. Descriptions used to be in latin, with the name in latin or (ancient) greek, but I think can both can now be done in english. This may vary from field to field. You should be able to find the appropriate naming body for each of the kingdoms with a simple search.
