Trypsin-EDTA - (Nov/06/2013 )

How to dilute from 0.25% Trypsin-EDTA (1x) to 0.025% Trypsin-EDTA (1x). I am confused what is the percentage stand for since all the method in Google only mentioned on diluting 10x to 1x trypsin-EDTA
