How to define a promoter region of a gene? - (Oct/20/2011 )

There are two genes, A & B, close to each other (B follows A). The distance between A and B is only 20bp. How can i define the promoter region of B? Should I count part of A sequence as B's promoter? BTW, A is predicted to be a transopasable element gene. Thanks so much!

My interest gene F, it's transcription start site (TSS) is locates about 7000bp upstream of its first exon, and it's before the last exon of gene F's upstream gene W. This is experiment proved. So I think your gene B's promoter maybe not only 20bp, it's in gene A's region. Thanks.
