template transfer? - how does the rna polymerase switches template? (May/22/2011 )

i read that during a run off transcript experiment to learn activity of an rna polymerase beta subunit, when the missing (utp) nucleotides provided, which is piorly missing to make it stop at the point where utp is needed which was the next a in the strand, the polymerase jumps to the secondary template from the primary template. i beleive it is jumping from the one of the strand which it was actually binding to make the rna in first place and then goes to the corresponding point in the other strand of the same dna, not sure if i got it right. would the first transcribed rna fall off then or the next transcribed rna start from the next nucleotide where the first one broke off? bit confused. pls advice.
