What make voltage not going up for the 3rd step in running IEF? - (Apr/28/2010 )

I run a 11cm strip for IEF according to the recommended running condition. However, it didn't go up to 8000V at the 3rd step. What make it happen?
How to solve it?

may be cause u had set a current limit which was reached before reaching 8000V!!!??
