I think it means that is is manufactured to comply with the guidelines/certification of European Pharmacopoeia........so it is some kind of standardisation??

It ref's the European Pharmacopoeia (EP).  It's not about manufacturing per se - the EP defines the material and its quality parameters.

For mexample - the Polysorbate 80 (Tween 80) defintion

POLYSORBATE 80
Polysorbatum 80
DEFINITION
Mixture of partial esters of fatty acids, mainly Oleic
acid (0799), with sorbitol and its anhydrides ethoxylated
with approximately 20 moles of ethylene oxide for each mole
of sorbitol and sorbitol anhydrides.

Ph Eur is indeed shortening for European Pharmacopoeia.
means that the material is made according to the European Pharmacopoeia terms.

It is not about how it's made.  It's about quallity parameters.  And stop using wikipedia - look up the EU itself.  It's not that hard.
