no change in prolifration but less meiosis

I got question from one of my friends

She stained fetal tissues (from two animals to compare) with Phosphohistone H3 for mitosis, TUNEL for apoptosis, BrdU for prolifration.

She could not find difference in TUNEL and BrdU between two, but there is significant reduction in phH3 staining in one of silde.
(BrdU was very active all over the place, but TUNEL was very few in both sample)

Does anyone have any good explanation for this phenomena? (How to interpetate?)

Could be just staining got some problem, but lets just say "if staining is true"
