What happens if you leave dNTPs or a dNTP such as dATP out at room temperature for a half hour? Or do they always need to be kept on ice?

Should be fine

Once, I left some DNA in a rubbish bin for well over a week (by accident of course!). When I eventually found it, I labelled it and hybridised it to any array and it was fine

The dNTP would be okay. Their concentration in excess during the PCR reaction. However you should keep your dNTPs on ice. It does degrade.  Also always aliquot your PCR reagents. Contamination does happen. And when it does, you want to be able to throw everything away without a thought and start with fresh reagents.

Don't worry about your dNTPs.... i usually store them at 4 °C for some weeks..... still working
