Ah but you must remember our leaders are voted not for intelligence per se. They are voted for based on their public speaking skills, their ability look good for the camera and to saying things the general public wants hear. Also politician tend to come from families which already have political connections even in democratic nations.

Under Yale's grading system in effect at the time, grades between 90 and 100 equaled an A, 80-89 a B, 70-79 a C, 60 to 69 a D, and anything below that was a failing grade.
It would be interesting to have a president or prime minister who had a PhD in physics, a degree in science.
