problem with cDNA library

Hi
I constructed a cDNA library using the CloneMiner cDNA Library Construction Kit (Invitrogen, Cat. No. 18249-029)
but it has re-ligation 70-80% of cDNA library. What shuld i do next or what is the problem in this process that i have to be carefull
