I would make it from powder. You'll have to add bicarbonate to it. See GIBCO catalog.

thanks a lot for your information. but i have another question for the RPMI power. for example, if i have a 1X10L RPMI power and dissolve it into 1L water, it should be 10XRPMI media, right? by the way, is the sterile deionized water good to dissolve it for the soft agar assay?

Yes, you are right, you'll obtain 10X media. I would use sterile water to dissolve the RPMI powder because I don't want my agar contaminated.
