Protein pellet solubilisation

I haved precipitated the proteins from the supernatant (3%FBS) with TCA and washed the pellets with cold acetona. The problem is that when I try to solubilize the pellets with urea 8M (1 hour) I get a gel...
Does anyone  have any suggestion and experience about that?
