how to tell the differences between flavone and flavonol by looking at their bands formed by spectrophotometer? what type of reagents that can show the differences well? i'm using references from jeffrey harborne and Markham but still not sure about the structure of compound that i've found

Do you have access to an NMR instrument? If yes, that's the best way.

By Infra Red spectoscopy you can see the stretching of the O-H sigma bond in flavonol.
