I've lowered the pH of TE buffer less than 8.0 by mistake while adding HCL. Then I've added 1N NaOH to raise the pH. Would it make any problem while preserving the DNA?

Not a problem for the DNA, but you have effectively increased the salt concentration of the TE. This could be an issue for downstream uses (including elution from columns) if there is a LOT of salt.
