Validation of Up-regulated genes

I can use siRNA to knock down and validate the effects of genes that are down regulated. How do you validate genes that are up-regulated? I have been thinking of using SINEUP which can increase expression of targeted endogenous genes. Does anyone have any experience with this or tried alternatives?

Traditionally, overexpression of a gene is achieved by vector-based systems which introduce an exogenous gene.

BTW, what is SINEUP? I did not find anything on google and pubmed.
