ANyone know a good chemical/enzyme to use to dephosphorylate serines? I have used SAP treatment before to dephosphorylate tyrosines....is it efficient for serines too?

I'm not sure about "all" serines, but we've used calf intestinal phosphatase to treat protein lysates to dephosphorylate serines on some target proteins. As near as I can tell, SAP and CIP are both alkaline phosphatases, and will work on most substrates with a phosphate.
