I am working with a transcription factor & i need to identify its activity among different time points. is there a method which can do that?

You probably need some sort of reporter assay based on a known downstream target. This is usually done with luciferase assays.

i am sorry i needed to be more specific... i need an in vitro test not an in vivo one.

Try in vitro transcription with rabbit reticulocyte lysate.
