it will put your thread at the top of the thread list and the "view new content" list, as if a new post would be there and will attract new attention to the thread...if you think it's important or if nobody replied to a question it might be really helpful, because the thread won't disappear so fast

hobglobin's explanation is right. Post owners and moderators can use this function. For post owners, pleases use it only when necessary.
