You need a vector graphic editor.
You can try Inkscape, it's a freeware. But you would need serious skills to draw something like that from scratch.

You could also use adobe illustrator ($$$$) or GIMP (free).

GIMP is not good for vector graphics. But if you just want to add text to a picture, cut or modify existing image it's good to have it too.
