What is basal phosphorylation?

The level of phosphorylation which a protein has in unstimulated condition, i.e. how many phosphor groups are attached to the protein under normal cicrumstances.

it can be understood as Tabaluga says or understood as a process were under non-activating conditions a balance of phosphorylation and dephosphorylation event occur at a specific phosphorylation site
