Beta-gal expression in Nucleus or cytoplasm

I have question about X-gal staining in in vitro culture.

I have primary culture from transgenic mouse with LacZ reporter.

When I did some treatments and stained with X-gal, I saw some cells become blue in its cytoplasm, but majority are blue in nucleus.

Is it normal??

Theoretically, I thought it should appear in cytoplasm.

so X-gal positive should appear in nucleus? if so does anyone know why?
and blue staining in cytoplasm means something different?

Any opinions, suggestions helps
