MnCl2 * 4 H2O (sterile) need to be added at the end, after the buffer was autoclaved.

In which case, it is no longer MnCl2 .4H2O, but Mn+, Cl- - the .4H2O is only for crystalline forms which are hydrated.
You can also just filter sterilize the whole lot.
