cloning into same ORF with T7 and CMV necessary?

Is it necessary to have the insert in the same reading frame of T7 or CMV? or any ORF after these promoter would eventually lead to expression?

I just want to express my gene. So does the start codon of my gene have to be in the same triple-codon after T7/CMV transcription start site?
