Measuring 28S/18S in plasma is right or wrong?

I am extracting RNA from plasma for microRNA microarray work.  After the extraction and the total RNA was put for QC check on bioanalyzer.  However, we can not see a good peck of 18S and 28S and the RIN is very low.

Is measuring 28S/18S in plasma a right way or not? If not, may I know the recommended alternatives for checking the RNA integrity?
