Which ethanol is more expensive 96% or 99.6%?

Which ethanol is more expensive to you; 96% or 99.6%? At our institute, 96% is more expensive. To add to my confusion, some technicians insist on buying the more expensive 96%, even though it's just for making 70% ethanol for sterilisation? Can you conceive any reason for this?

Are both of then pure ethanol (with water) or denatured ? Maybe the 99% is denatured and the 96% pure?
If you don't know it, then ask it! Better to ask and look foolish to some then not ask and stay stupid.
