We want to use 4% paraformaldehyde for fixation of cells onto slides.
Can someone go over:
• Proper disposal steps
• Proper response in cleaning up a spill.

Which country are you in? This will affect the proper proceedures and safety limits... have a look at the MSDS too.

The best course of action would be to contact your institute's industrial hygenist. Failing that, you could call your municipality's sewer utility directly.
