How long can I keep whole blood or packed Red blood cells refigerated?
I'm planning on using it as a base for a dried blood spot standard. Thanks.

Depends on the blood sample and how you preserve them. From my experience, human, bovine, rabbits last roughly for a week. Rats lasted for few days.
Expecting the world to treat you fairly because you are a good person is like expecting the lion not to attack you because you are a vegetarian.
