If a miRNA regulates another miRNA, I guess the regulation is likely at the transcription level and such regulation is possible.

Here's a paper describing a feedback loop that results in an miRNA regulating its own expression. That's as close as I can come at the moment.

In plants are known at least a couple of feedback mechanisms: miR162- mediated dicer-like 1 transcript cleavage and miR168-mediated AGO1 transcript cleavage. While both act on the general pathways of miRNA biogenesis and action, there are no reported interactions between specific miRNAs, as far as I know.
