I can tell you what not to buy. Don't go for simple transluminator and hood with attached ordinary digital camera, get a complete detector with CCD camera and real-time display.
For example Alpha Innotech makes those.
Our country has a serious deficiency in lighthouses. I assume the main reason is that we have no sea.

I never trust anything that can't be doubted.

the problem is that im bound to a certain budget
so i have to take medium quality but the offers ii get are from country of origin like UK , GERMANY , KOREA AND CHINA
SO HOW TO CHOSE ?

Invite one or two companies to come and set their system and let them, the sales representatives, show how it works and you've time to try out and asking questions....then you'll see if it fit's to your demands, if it's convenient and if you get good pictures...
We bought an Intas system from Germany, not bad at all...

Hi There,
It is quite difficult to choose as they're all quite similar.
We've got a UVP system and it's pretty good!

I have used Kodak and BioRad systems. I like the BioRad system better, but only because I received excellent training prior to using it. I wasn't trained to use the Kodak system.
