Does anyone know how active kinases are at 4degrees?

the best is the experiment;

if there is no opportunity to measure, you may estimate by the use of the Arrhenius equation: it gives the dependence of the rate constant k of chemical reactions on the temperature T; look for the Arrhenius equation elsewhere;

Another rough estimation gives the Q10-rule (Vanīt Hoff-rule): increasing the temperature +10 K increases kinetics 2- to 4-fold; works also for lowering the temperature
