Primer Design in 3´non translated version vs. coding region

I have a general question about Primer design. I´ve seen that many researcher design primers in the 3´untranslated region of a gene´s mRNA. Why????????
Why not using the CDS of the mRNA?????? with exon /intron boundaries !
Has anyone a good explanation?

You are probably right, but many researchers are doing this. I check a lot of primers from publications and a lot of them were located in the 3´UTR regions. And so I´m wondering why
