36Cq limit of detection - why?

Good morning all. I'm a bit of a long time lurker, but just signed up to the forums today.

I'm sure I read in a paper or technnote somewhere that the detection limit of Cq36 is not an arbitrary limit, but because the presence of one transcript will give a Cq of 36.

I foolishly didn't take a note of the reference. Has anybody else read this, or have I just made it up in my mind?
