Two component regulatory system

Dear all,

could I state that the lac operon is a two component regulatory system ? Or is this not true?

The two component systems I know of have a sensor kinase in the membrane and a response regulator phosphorylated by the sensor kinase, which induces expression of genes. Because lac is inhibited by a protein rather than induced by one, I'm not sure it would qualify. It's been awhile since I've studied the lac operon, so I don't remember every detail, but my initial thinking is that it is NOT a two component regulatory system.
