Different ligation ratios

What is the reason behind having different ligation ratios? Is it to optimize the ligation reactions?

Partly yes. Since insert length/vector length ratio varies on each experiment, ligation ratio has to be determined. An optimized ratio allows to promote insert ligation inside the vector while preventing ligation of multiple inserts.
