How are primers designed?

How are primers designed? What is it based on, and where can I order the designed primers? Just curious, cuz I'm rather new at this  :)

We like IDT (idtdna.com) for ordering and for their primer design tools.

i support idtdna, usually delivers quickly without any problems. for designing the primers i used primer3
