TaqMan qRTPCR amplification oddity

So I recently ran a TaqMan gene expression assay on an experimental and a control gene for relative quantification. The control gene's amplification was exactly what I expected, but the experimental is very odd (see file for picture of the curves). The water used in the control gene gave a totally flat background and in the experimental gene gave a linearally rising flourescence. I feel like I used to know what this means, but now I can't recall no matter how much coffee I drink. :0)

Is this a bad probe? Any info or advice would be greatly appreciated.

NOTE: the lower curve in the attachment is ACTUALLY the Experimental amplification curve. My quadruplicate reads per sample are very reproducible, but the curve in general is just odd.
