Problem with genomic DNA extracted from mammalian tissue using PCI method - (Jan/11/2006 )

I have been trying to standardize the DNA isolation method for my lab for some time. I am using the old fasion PCI method (Current protocols in Molecular Biology). I do not understnad what the problem is . The 260/280 values look good (between 1.7 and 2). But the value of 260/230 is much lower (0.2-1.5) than expected (>2). Further, the samples when run on 0.8% agarose gel have vertical striataions.
Any wrod of advise is welcome.
