what is the difference between gel and gelatin?

A gel is a physical state, gelatin is a substance. There are many types of gels (aragose, polyacrylamide, etc.), but gelatin is essentially processed collagen. See here.

Of course, gelatin dissolved in water does form a gel -- Jello!
